Russia launched a large drone-and-missile attack on Ukraine’s major cities as diplomatic efforts to end the war continued, with Kyiv and Kharkiv among the hardest hit. Ukrainian officials said the assault coincided with U.S.-mediated negotiations and appeared intended to disrupt diplomacy by imposing fresh civilian and infrastructure costs while talks were underway.

In Kyiv, strikes and debris caused widespread disruption to essential services in freezing temperatures, and officials described significant pressure on the energy system. In Kharkiv, local leaders said impacts included damage to buildings and critical sites as repeated explosions were heard during the overnight barrage.
Ukrainian leaders argued that the timing of the attack undermined claims that Russia is negotiating in good faith. Officials said the country would continue to participate in diplomacy but stressed that negotiations cannot be separated from the reality of ongoing strikes on civilians and infrastructure. Emergency services worked to restore power and heat while residents sheltered from additional waves of attacks.

Analysts say the pattern—intensified strikes alongside negotiations—has been seen at multiple stages of the conflict and can serve several objectives: testing Ukrainian air defenses, degrading power systems during winter, and shaping public sentiment by maximizing hardship. At the same time, continued talks indicate that at least some parties believe there is value in exploring a channel for deconfliction even when battlefield realities remain brutal.
As repair crews worked and emergency teams assessed damage, Ukrainian authorities again appealed for additional air-defense support and energy resilience measures. They said the ability to keep cities functioning during winter attacks will be central not only to civilian safety but also to the country’s negotiating position in any future round of diplomacy.
