U.S. markets opened Tuesday with a split mood: chip stocks provided a lift, but health insurance names dragged after a federal proposal signaled far smaller Medicare Advantage payment growth than Wall Street expected. Futures linked to the S&P 500 and Nasdaq edged higher while Dow futures slipped, reflecting the heavy weight of insurers in the index and the sharp declines across the managed-care group.

Chip strength, insurer weakness

Semiconductor shares were boosted by fresh investment news from Micron Technology, which said it had broken ground on a major manufacturing expansion in Singapore. At the same time, the health-insurance sector fell broadly after the Centers for Medicare & Medicaid Services released an advance notice projecting only a 0.09% net payment increase for Medicare Advantage plans in 2027—far below the kind of mid-single-digit increases many analysts had been modeling.

The proposed 2027 update hit leading insurers in premarket trading. UnitedHealth, Humana and CVS Health were among the notable decliners as investors reassessed profit margins and benefit designs under a tighter rate environment. The new proposal also arrived amid heightened scrutiny of Medicare Advantage risk-adjustment and coding practices, a topic that has increased regulatory pressure on the industry.

Earnings season and policy week collide

Tuesday’s moves landed in the middle of a busy earnings stretch, with major companies reporting results and guidance while investors also look toward the Federal Reserve’s next policy decision. With equities near recent highs, traders have been sensitive to any development that shifts expectations about corporate profits, regulation, or the broader cost of capital.
